Significance of the Mega-Regional Strategy Blueprint
  • Action Plan for National Agenda Tasks
    As an action plan for National Agenda Task No. 10, 'Balanced National Growth Based on Local Autonomy,' we have established 11 strategic tasks and 144 detailed actions across three major areas: Economy, Living Environment, and Administration/Finance.
    • - This is the result of comprehensively systematizing the balanced growth strategy—which had previously been promoted without a government-wide comprehensive execution plan—in close cooperation with the State Affairs Planning Advisory Committee, the Presidential Secretariat for Policy, and relevant ministries including the Ministry of Economy and Finance and the Ministry of Trade, Industry and Energy.
  • Integrated Coordination Based on Mega-Regional Policy
    Achieving the outcome of government-wide integrated coordination by consolidating tasks that were previously dispersed and promoted competitively by individual ministries, aiming to form economic and living zones within the Mega-Regions, and categorizing and materializing them into Economy, Living Environment, and Administration/Finance.
    • (Economy) Achieving economies of scale through the tripartite axis of nurturing Regional Growth Engine Projects by expanding boundaries on a regional basis ↔ Regional Talent Development ↔ establishing industry-academia-research innovation hubs.
    • (Living Environment) Strengthening integrated connections across overall living conditions—such as housing, education, healthcare, culture, and tourism—centered on the establishment of a Mega-Regional Transportation Network (60-minute commuting zone).
    • (Administration/Finance) Establishing a firm Strategy for Preferential Support to Local Regions for balanced growth and backing the effective implementation of the Mega-Regional Strategy by supporting the institutionalization of regional administrative systems, and strengthening the Mega-regional Special Account, Mega-Regional Special Agreements, and preferential local support.
  • Presenting a New Paradigm for Balanced National Growth
    Furthermore, the Presidential Committee on Decentralization and Balanced Development reorganized the balanced development agenda within the framework of the Mega-Regional Strategy based on discussions with the State Affairs Planning Advisory Committee. By coordinating and agreeing on key issues with relevant ministries, we have established a new balanced growth paradigm of a sovereign people's government as a national-level strategy and action plan.
